Romania continues to record the lowest uptake of e-government services in the European Union, with only 24.1% of citizens aged 16-74 using public authority websites or apps in 2025, according to Eurostat.
The figure stands in sharp contrast to the EU average of 71.9%, which saw a steady increase of 4.3 percentage points since 2022.
While nations like Denmark and the Netherlands have achieved near-total digital integration—at 98.0% and 96.2% respectively—Romania remains at the bottom of the rankings, trailing behind Bulgaria (36.0%) and Italy (57.7%).
Across the bloc, the most frequent digital interaction involved seeking information on laws, benefits, or opening hours, accounting for 44.2% of usage. Other significant activities included accessing personal data (41.3%) and submitting tax declarations (38.2%).
