The total combined capacity from the first and second auctions now stands at 4.2 GW. The EBRD, which developed the two-way CfD scheme with the Romanian Ministry of Energy, has strongly supported the initiative.
The second auction saw bids for over 5,500 MW of solar and wind capacity. Solar photovoltaic bids were particularly competitive, with prices as low as €35/MWh.
The EBRD has provided technical assistance and implementation support for the CfD scheme and auction framework, and has financed nearly 2 GW of renewable capacity in Romania since 2024, mobilising almost €1.25 billion in external financing.
Victoria Zinchuk, EBRD Director, Romania, said: “This highlights the Ministry of Energy's commitment to competitive auctions and well-structured support mechanisms, and it sets the stage for further progress, including the development of storage support schemes.”
The CfD mechanism brings Romania closer to its ambitious long-term decarbonisation targets. The country's National Energy and Climate Plan aims for 38.3% of gross final energy consumption from renewable sources by 2030, while the energy strategy targets 44% from low-carbon sources by 2035.
