Romania records two-digit growth in digitalisation of public administration

Romania is reporting a substantial 20% growth in the digitalisation of its local and national public administration, a figure that is double the European average.

Dragoș Cristian Vlad, President of the Authority for the Digitalisation of Romania (ADR), presented the insights at HumAInity 2025 event, highlighting that the primary hurdle in digital acceleration isn't the technology itself. Instead, the main challenge lies in the adaptation of human resources and ensuring users are open to adopting the new tools.

"Intelligence means, in essence, the capacity to connect things—to link emotion with reason, feeling with intuition, what doesn't yet exist with what could be. This is the true trait that makes us profoundly human," said Dr. Andrei Stupu, Fullbrigh Doctoral Research at Harvard, Intelligence.

Dr. Stupu also stressed that most current AI models lack moral sensitivity, meaning performance and optimisation must be balanced with human reflection, empathy, and responsibility.
