BID signs 18 guarantee agreements with Romanian financial intermediaries

Business Forum
Banca de Investiții și Dezvoltare (BID) has signed 18 guarantee agreements with financial intermediaries in Romania, including 10 agreements for portfolio guarantees for SME financing and 8 agreements supporting public sector investments.

The private sector partnerships were concluded with commercial banks whose cumulative share covers over 90% of banking assets, while public sector agreements cover institutions with a total market share of approximately 70%. The first financial products developed under these agreements are already available as BID-guaranteed loans.

"The operationalisation of the first products confirms both the high market interest and the banking system's capacity to efficiently integrate BID's instruments. In the next three months, we expect all our partners to add BID-guaranteed loans to their offerings under more favourable conditions," said Raluca Nicolescu, General Director of BID.

Since signing the first portfolio guarantee agreement for SME financing in November 2025, BID has increased the value of these guarantees to over €1 billion, with expected future financing exceeding €1.4 billion. The most recent agreements were concluded with Intesa Sanpaolo Bank România for both entrepreneurial and public sector support.

The portfolio guarantee for SMEs is designed to facilitate small and medium companies' access to financing under market-adapted conditions. Through this instrument, SMEs will benefit from support over the next three years through an estimated financing volume of €2.5 billion.
