Over €450 million in grants for renewable energy investments in Romania

Romanian entrepreneurs have a significant opportunity to invest in renewable energy with over €450 million in EU funding available this summer, aimed at bolstering self-consumption of green energy.

This comes as businesses face potential electricity cost increases from July 1, following the removal of price caps.

More than €300 million is accessible through the Modernization Fund program, offering 90% non-reimbursable financing for renewable energy production, alongside an additional €150 million specifically for agricultural and agri-food processing enterprises.

Factories and other operations with energy bills of at least €8,000-10,000 and a land area of at least 4,000 sqm can install 300-400 kW of solar energy, accessing up to €450/kW. The total allocation for this program is approximately €310 million.

"We recommend all entrepreneurs and decision-makers in companies whose energy costs could double as of July 1 to consider this investment opportunity and start preparing their projects at a time of uncertainty and when costs could explode," stated Roxana Mircea, Managing Partner at REI Grup. 

"To submit the project successfully, companies need a feasibility study, prepared in accordance with HG 907/2016, or an audit if there have been no bills at the location or the consumer has recently changed."

The call for projects is currently open and will close on August 22, 2025, according to the Ministry of Energy. Eligible applicants include companies of all sizes – start-ups, micro-enterprises, SMEs, and large enterprises – as well as autonomous regions. The maximum grant per enterprise is €20 million. Ineligible sectors include certain NACE codes, such as agriculture, food, and beverage production.
