Vodafone to implement e-toll system in Romania

The National Company for Road Infrastructure Administration (CNAIR) has announced that Vodafone Romania has won the contract for implementing the electronic road toll system.

The project has funding from the National Recovery and Resilience Plan (PNRR) amounting to nearly RON 224.5 million (€45.1 million), excluding VAT.

Vodafone Romania was selected as the winning bidder, with a price of RON 224.5 million, excluding VAT.

The services for developing and implementing the IT solution will last 24 months, with an intermediate deadline of January 1, 2026, for completing the "go-live of the per-kilometer toll modules (web services, mobile application, portal)."

The contract's general objective is to define and build a new integrated IT system for managing and controlling road infrastructure usage fees, based on both time (vignette type) and distance traveled.

The new toll system will include a time-based toll for cars, buses, coaches, and freight vehicles with a maximum authorized total weight (MTMA) of 3.5 tonnes, and a distance-based toll for freight vehicles with an MTMA over 3.5 tonnes. Cars, buses, coaches, and freight vehicles under 3.5 tonnes will also pay a crossing toll for using bridges, tunnels, and mountain passes.

Contract specifics include:

  • Hardware delivery to two data centers
  • Hardware installation and configuration in both data centers
  • Software component delivery
  • Software component installation in both data centers
  • Analysis, design, and development of project-specific software modules
  • Data migration from the old toll system to the new toll system
  • Technical support for five years for all system components
