Scala Development secures €24 million in funding for resi project in Cluj

Romanian developer Scala Development, part of Ax Perpetuum group, has secured  RON 119 million (€24 million) from Libra Internet Bank for the development of the Scala Sopor residential complex in Cluj-Napoca.

The complex will feature 376 apartments. It will also integrate 4,100 sqm of commercial space, 460 underground parking spaces, and 2,500 sqm of green areas. 

The building adheres to nZEB (nearly Zero Energy Building) standards.

“The collaboration with Scala Development is a natural fit, in line with our strategy to finance projects relevant to the future of Romania's major cities,” stated Cristina Mahika-Voiconi, General Director of Libra Internet Bank.

The group's portfolio includes two completed residential projects with a total of 310 apartments, three ongoing projects, a commercial center, an industrial hall, and other real estate projects in various early stages.

Romanian resi sales fall in H1 2025

The Romanian residential market experienced a notable downturn in H1 2025, with national home sales decreasing by 3.4% compared to the same period last year. Approximately 74,500 residential units were sold across the country. The Bucharest and Ilfov region, a key market, saw an even steeper decline of 7.9%, with around 25,700 units sold.
