Romania registers highest deficit in EU during Q2

Romania recorded the largest general government deficit in the EU during the second quarter of 2025, reaching -8.7% of GDP, according to the latest seasonally adjusted data released by Eurostat.

This figure is substantially higher than the EU average deficit, which stood at -2.9% of GDP for the same period.

Romania is trailed by Poland and Slovakia, both with a budget deficit of -8.5%.

Conversely, the top three countries in terms of surplus were Denmark (+3.2%), Cyprus (+3.6%), and Ireland (+1.9%).

The Euro area also reported an average deficit, though lower than the EU average, at -2.7% of GDP.

The EU aggregate deficit of -2.9% marks a slight increase from the -2.8% recorded in Q1 2025.

Romania's consolidated general budget recorded a deficit of  RON 121.77 billion (€23.90 billion), equivalent to 6.40% of GDP, in the first eleven months of 2025, down 0.74 percentage points from 7.15% in the same period of 2024.
