Business Forum
Romania's construction market recorded 35,658 projects with a combined estimated investment value exceeding RON 848 billion (approximately €166 billion) between January and September 2026, according to an analysis by IBC Focus based on data from its VICTA construction intelligence platform. The figures reveal a pronounced divide between the volume of private development and the financial weight of publicly funded construction.

Privately financed developments accounted for 24,531 projects, representing approximately 68.8% of all projects monitored, with a combined estimated value of RON 282.83 billion. Publicly funded projects numbered 9,758 but carried an estimated investment value of RON 463.18 billion, equivalent to approximately 54.6% of the total. A further 1,363 projects, worth an estimated RON 102.66 billion, involved mixed public-private financing. Average project values differed markedly across categories, at approximately RON 11.5 million for private developments, RON 47.5 million for public investments and RON 75.3 million for mixed-financing schemes.

By sector, infrastructure represented the largest segment by estimated investment value, with 2,242 projects worth more than RON 302.5 billion. Utilities followed with 4,016 projects valued at RON 265.98 billion. Together, the two sectors accounted for roughly two-thirds of the total estimated value. Private residential development remained the largest segment by project count, with 15,948 developments valued at approximately RON 126 billion, while industrial construction registered 5,238 projects worth more than RON 76 billion.

Geographically, Timiș County led the national ranking with 3,075 projects monitored during the period, followed by Cluj with 2,724 and Brașov with 1,981. Bucharest placed fourth with 1,943 projects, ahead of Bihor, Constanța, Ilfov and Iași. Together, these eight markets accounted for approximately 46% of all projects tracked nationwide. Timiș also led in both private residential and industrial construction, as well as in infrastructure project volumes.

In terms of development stage, 10,794 projects were in the permitting phase, making it the largest single category, while 10,091 were under active construction and 4,256 were at pre-construction stages. Timiș recorded the highest number of projects under construction at 951, followed by Bucharest, Brașov and Cluj. The volume of projects in permitting and pre-construction indicates a sizeable future pipeline, though progression will depend on financing conditions, regulatory approvals and individual project schedules.
