The association was founded by Enexus, a company active in renewable energy project development, execution, and management. Besca operates as an open platform for investors, project developers, technology providers, consultants, and energy sector experts.
"We set out to bring together Turkish investors in Romania, who are increasingly active, as well as other Romanian and international companies in the energy sector across the Black Sea region," said Mesut Güler, CEO of Enexus and President of Besca. "Besca provides a structured framework that facilitates cooperation and accelerates renewable energy projects at the regional level, strengthening Romania's role as a gateway market for renewable energy in the Black Sea region."
The initiative starts on the Romania-Turkey axis and will progressively expand to other regional markets.
Companies, institutions, and academic representatives active or interested in renewable energy, energy storage, grid infrastructure, and clean technologies in Romania and the Black Sea region are invited to join Besca. The association was officially launched in November 2025 during the Turkey-Romania Energy Forum in Ankara.
