Nuclearelectrica advances with small modular reactor project

State-owned nuclear power producer Nuclearelectrica has provided an update on the progress of its Small Modular Reactors (SMR) project at Doicești.

Following the General Meeting of Shareholders Resolution from December 2023, the transition from FFED (Front End Engineering Design) Phase 1 to FEED Phase 2 was approved. The order for the commencement of works for the FEED Phase 2 Contract was issued last September, with activities estimated to last 15 months.

The objective of the FEED Phase 2 contract is to build upon the steps initiated in Phase 1 and provide additional data on the project's feasibility, which will serve as a basis for the final investment decision (FID). 

The FID is significantly contingent on the project partners delivering the necessary documentation in compliance with quality, cost, and legislative frameworks. Similar to the development of the Units 3 and 4 Project, the adoption of the FID also depends on approval from relevant European bodies, according to a Nuclearlelectrica statement submitted to the BVB.

Cosmin Ghiță, General Director of Nuclearelectrica, said: "The SMR project is being developed in compliance with the best practices in the industry, being evaluated by specialised international bodies such as the International Atomic Energy Agency (IAEA) in Vienna, whose SEED mission (Doicești site evaluation mission) certified the actions undertaken so far as adequate, including the Doicești site, the development direction of the project being in accordance with the highest standards."

The SMR project is being developed in partnership with experienced organisations, including Nova Power and Gas, Fluor, NuScale, Sargent & Lundy, and Samsung. Nuclearelectrica has clarified that Entra 1 is not a party to the project's development. The company also noted that the project has been financed to date through Nuclearelectrica's loans and cash contributions to the share capital from shareholders, without falling under state aid legislation. 

The Romanian Government has not contributed to the project's financing through grants or other facilities, according to the company.
