Romania's inflation rate stagnates at 9.8% in November

Romania's annual inflation rate remained unchanged at 9.8% in November, according to data released by the National Institute of Statistics (INS) on Friday.

Services prices increased by 10.99%, non-food goods by 10.73%, and food products by 7.64%.

he consumer price index for November 2025 compared to October 2025 was 100.42%. The inflation rate from the beginning of the year (November 2025 compared to December 2024) reached 9.5%, while the average rate of consumer price changes in the last 12 months compared to the previous 12 months was 6.9%.

"Risks to this outlook remain two-sided. On the upside, renewed energy price pressures, particularly gas bills from April 2026, could push inflation higher. On the downside, soft demand and moderating wages are likely to dominate the near-term picture, reducing the risk of second-round effects from the current inflationary upswing. Our commodities team also expects oil and natural gas prices to ease in 2026," wrote economists at ING Bank Romania in a note to investors.

The harmonised index of consumer prices (HICP), used to determine inflation across EU member states, showed a monthly increase of 100.49% in November compared to October. The annual inflation rate based on HICP was 8.6% in November 2025 compared to November 2024.

The average rate of consumer price changes over the last 12 months (December 2024 - November 2025) compared to the previous 12 months, determined based on HICP, was 6.5%.
