Hagag Energy, the energy investment platform of international investor Hagag Europe, has appointed Pavel Ciubotaru as Chief Operating Officer (COO) of its Natural Gas Division.

With over 25 years of experience in the energy sector, Ciubotaru joins the company as its business lines develop and its concession portfolio expands. His background includes coordination of investments and strategic projects, alongside expertise in energy infrastructure development, project financing, logistics, corporate governance and performance management.

"As Hagag Energy expands its operations, the ability to coordinate processes, resources and projects becomes as important as infrastructure development itself. Pavel Ciubotaru's appointment reflects our commitment to building a management structure capable of supporting the company's next growth cycle," says Yitzhak Hagag, Co-founder and Chairman of the Board of Directors of Hagag Europe.

In his new role, Ciubotaru will oversee operational activities of the Natural Gas Division, focusing on process optimisation, cross-functional coordination and performance management. He will work with the Development, Utility Construction, Distribution and Supply departments, while supervising the division's back-office functions.

"The energy sector is undergoing a period defined by infrastructure investments and a need for organisations capable of managing integrated development and operations. I am pleased to join the team at this stage in its evolution. My priority will be to help establish an operational framework that supports the company's growth, leverages synergies across business lines and ensures efficient implementation of projects," said Pavel Ciubotaru, COO of the Natural Gas Division at Hagag Energy.

The appointment comes alongside the expansion of the concession portfolio and a growing number of projects nearing completion. In the coming months, the company plans to complete construction works for 17 natural gas distribution networks and bring 10 new networks into operation by year-end. Hagag Energy ranks among the top 20 of the 27 licensed operators nationwide and manages a portfolio of 74 concession areas covering 96 localities and three cities across 18 counties in Romania.
